May as well reply to the original post as well...

a) It would be possible to put thermal compound between the two, but this form of mounting wouldn't be advisable. The normal method of mounting a Peltier involves sandwiching the Peltier between the heatsink and a separate plate of copper ("coldplate"). This is to help ensure even pressure is applied to the Peltier, as well as ensuring the heat from the CPU is distributed as evenly as possible to the Peltier.

b) It's definitly possible to air cool a Peltier, but again, probably not advisable for the wattage Peltier you'd need for a modern CPU. I would estimate that an 80 W Peltier is about the max you could effectively air cool, but again, an 80 W Peltier won't get you far with a modern CPU.
