At first my pc was really quiet now it sounds like a leaf blower, is there something i can use to turn down fan speeds to see which fan it is?

First figure out which fan it is. If it's the cpu fan make sure you check your temps. Fan speed can usually be adjusted in the bios.

My bet is the X1900XT fan. It is loud at full speed. You could get a new HSF for it.
Or force the fan to slow down and let it overheat.

Or maybe a fan just decided to crap out and the motor is dieing causing a louder noise.
