I think the sensor is off. You could check the room temp with an temp gauge maybe. I doubt that your room is 40F though, you'd be shaking.

What he is saying is that if the air conditioner is blowing air that is 62 F or whatever the processor temp can't be cooler then that as it is against the laws of thermal dynamics, heat lost = heat gained. There is probably something wrong with the sensor or something on the mainboard, or a software bug.

Well maybe the cpu temp is so low because the cold air can only move through the tube? I mean it doesn't have to cool down a whole room, just the tube.

The AC unit cools the air in the room. It only cools the air like 10F cooler than it comes in. So at 80F, it blows out 70F air. At 70F, it blows out 60F air. At 60F intake it should be limited.

As others have correctly pointed out, you can't go below your ambient (room) temperature. 7C is 44F, and you'd have to be wearing a jacket in your room if your CPU was sitting at 7C.
Cooling to ambient is possible, but with low vcore and a high-performance heatsink and fan. Going below room temperature is impossible unless you're using either evaporative cooling (Read: Phase change or water chiller) or a TEC.

Try Core Temp.
With my window open and my computer sitting outside when it was 33F one night (December), the lowest I ever got was 11C idle.
