It's pretty simple. What going to want to do is get some 90% rubbing alcohol and some q-tips/coffee filters. Then, you eithar remove the CPU from the computer and clean it with the q-tip/coffee filter that you dapped in the rubbing alcohol, or, you may leave it in it's socket. I like to take it out for a good cleaning, that way I have no risk of accidently dropping liquid on my motherboard. After you clean it, just wipe if off really well with a clean, lint-free rag.
As far as , "polishing" goes, you have the option of lapping the IHS and the heatsink itsself. This ensures proper contact between the processor diode and your new heatsink giving you optimal heat transfer. Lapping is basically sanding and polising the IHS and heatsink down to a mirror flat finish. You can find detailed instructions just by typing in lapping in the search que.
