No history with the item but I really would want to hear MANY success stories before I tried something like this.
Most importantly, (aside from the fact that advertising is misleading) you must ask under what conditions something like this was tested.

All an attenuator does is reduce a signal (its a common electrical device). It probably just provide a voltage drop to the fan so it doesn't run as fast. Or, it may just have a capacitor to try and condition the voltage coming into the fan.
My guess is that its a gimmick. Sure, it probably does SOMETHING, for any good it may do to your fan, it probably takes away from the efficiency of your PSU. (Molex plugs induce increased resistance).
