For the last time people, it is NOT poor quality control. It is not flat by design. It is intended to match up with the imperfect (and mostly concave) Intel heat spreaders. Yes, you get the best results by lapping both surfaces, but this is true of any heatsink and processor combination.

If they used the same fans for both, the TRUE would most likely outperform the noctua.

Also if you get a TRUE, you should lap it because the base usually has a bad, uneven finish.
They tested the Noctua with its single stock fan (NF-P12), while the TRUE was using a single Scythe S-Flex 1600RPM fan. The reason they tested the Noctua with two fans is because Noctua included two sets of fan clips. Thermalright doesn't, making a second fan a slightly more complicated and expensive venture than simply adding a second fan to the Noctua heatsink.

I might be doing some fan tests sometime soon. I've got those same two fans (1600RPM S-Flex and the NF-P12) as well as a few stock CoolerMaster fans from the RC690. I'll be picking up a few more (probably the Scythe Slipstream, Panaflo H1, Silverstone FM121, 2000RPM Scythe Ultra Kaze, and a Yate Loon). I'll be testing them out on my Thermalright SI-128 SE to see what sort of results I come up with.

It's still just one more thing you have to order, along with two 120mm fans. The Noctua already comes with a single NF-P12 fan and two sets of fan clips, meaning you just need an extra fan. And they cost around the same - I'd say the Noctua is the better buy any way you slice it. Even if you want to slap a Delta or Panaflo fan onto the heatsink for superior performance, you've still got a very decent fan that can be used in your case.
