You say anything over 35 db is unbearably loud even @ 5 volts does this include 36 db lol?

Actually anything up to 45dba should be fine at 5V, Its only the 76-mm thick DELTA that will always be loud, lol. 35DBa is what I consider the threshhold of loud, but it is easily undervolted.

Currently I have some unbearably loud exhaust fan which is extremely loud it may even be a delta it's very thick and black. I'm getting replacements Antec's 70 cfm @ 36 db also a Fan bay.

Try to check the side of the fan facing the outside of the case (where it is blowing). Does it have a black triangle on it? If it does, it's a Delta, but that doesn't necessarily mean it is loud.

If by Fan bay you mean like for controlling fans, then I definitally suggest going with some 90+ cfm fans and undervolting them for silence. The extra power can come in handy.

Na it's not a delta it's a vantec tornado I think! Yeah I mean Fan Controller, Uhh yeah I got all this as a pack from a clearance sale. 3x Vantec Spectrum Spetrum UV LED 80 mm, 3x Antec 120 mm, 2x 80 mm Ducts, some round cables and the fan controller for very cheap I'm also gonna cut these grills out when my package arrives what do you suggest using?

Depends on what you can fit in your case, but use as many 120mms as you can,and put an 80mm right in front of the 7800. Unless you meant what to use to cut the grills, in which case I used wire cutters lol.

Lol yea I meant what to use, duh yeah I have wire cutters. Mmm Yeah I'll have 5x120 mm fans when my package arrives but I won't be using the big noisy exhaust anymore. I'll be cable tieing my 2 80 mm's around my 7900 for sure. I'll have 4x 80 mm as well :P

Im hungry, and I just lay down on the keyboard and my screen started changing colors. And 2300 posts! Would like to thank everyone here on OCN, as well as Jesus and my parents.
