Are you going to test the TRUE lapped, or unlapped? With or without a washer mod? Are you going to use a variety of fans (I'd suggest something like the NF-P12, a medium/high-speed Yate Loon, and a 2000RPM Ultra Kaze fan to get a wide spectrum)? And are you going to do push-pull as well, or just a single-fan setup?

Don't forget to pick up an extra set of fan clips for the TRUE. And good luck, I'm interested in these results as well.

I'll just use elastics to hold the fans on.
I'm not going to do any modding to the TRUE what so ever, to keep it all fair. I'll use an NF-P12 and a D12SH. I have 2 of each fans so push pull with the same fans.

I forgot that Thermalright wants to get more money out of their customers by not including a 2nd set of clips
Or a fan for that matter.

And disgustingly high build quality! Not only that, it's not overly shiny and vulgar.

The Noctua was made for Noctua fans and the TRUE for high-cfm fans, and you're using Noctua fans? You need a 2000+rpm, 38mm-deep fan for comparison. The TRUE just won't work with the Noctua fans they are low-pressure. Just saying because I'm interested in the Noctua for the performance/fin density and want an accurate comparison. Just thought of it why not have someone ship you a TRUE to save some money? I guess you'd rather wind up with a TRUE in the end but shipping isnt a lot in the US so maybe think of that.

Lapping the TRUE would take away one of the advantages of the Noctua, a nice flat base from Day 1

How would it take away the advantage? It still has the flat base in comparison. Like I said you can compare the factory-lapped Noctua to an unlapped TRUE but at least lap it in the end to compare lapped/lapped. I mean an unlapped TRUE......is not a TRUE. I was gonna say something smarter but I'm really tired lol.
