Very logical lando. (Revering to earlyer command) In the end you're rig (cpu/rest), is cooled whit the ambient temp. Therfore you could say that even the room temp is a "factor" in cooling your stuff. That is whit airflow ofcourse.

I just put my PC at the side of the window..
Open it up widely and there goes 14-18C degrees of fresh air, my CPU temp varies around 4-5 degrees with the window open..
but it'll sure get a lil' bit cold at night and I'll definitely having trouble to sleep LoL
