Of coarse the ambient room temp makes a big difference, but isn't it the case temp, or even more specific, the temp at the HSF intake, that is the most important factor?

Yes, to be ultra-specific it is. The majority of setups are going to be the same temperature at the HSF intake and room temp.

65 degree F ambient (room) temps spells air conditioning trouble on the horizon. That cold a return air back into the A/C system means that returning refrigerant is in the freezing zone, and that the compressor is in danger of slugging from liquid refrigerant. `Better turn that puppy warmer (at least to 68 F).

England is great
I don't know what my ambient temp is, but I do know that it must be pretty low to keep my Willamette that sucks up 1.75V stock at ~26C. On stock HSF. ^_^

How am I suppose to obtain ambient temp? Get a thermometer and measure the room temp around it?

Ambient just means the room temperature or surrounding temps.
Exactly, just grab a thermometor and place it near the computer to get an accurate temp. This is the ambient temp. FYI: Room temperature is stated at a range of 68-77 degrees F or 20-25 C.
