98°F or 98°C? If Celsius, you can reasonably expect your CPU's life expectancy to be next to nothing if you run it frequently at that temperature. It should not affect speed with it's running, but it would likely cause instabilities, crashes, reboots, etc. If Fahrenheit, you're in good shape.

Just curious is there much difference between processors? I am assuming that it is fairly similar, but one is a Chevy and one is a Ford. I am only asking because I just put my second system together. You will have to forgive me, but I am still confused. I just want to clarify. As long as my computer runs fine I can keep running it at 50c...well 47-51c. Is it okay to run things until they start acting screwy? I can't seem to get it any lower. I haven't noticed anyone else with temps this high. Something doesn't seem right.

The temperature limits depend on the processor core, so there's no single standard even for products from Intel or AMD. The limits for each core are posted throughout the site, so you can do a search for them.
The principles of this thread do apply to all equipment; the max. temps just vary from core to core.

It is the air temperature before being exposed to any heat from the computer, or perhaps the CPU cooler more specifically. You can measure it with a simple thermometer, a thermal probe, or even a temperature gun, though the latter two measurement types require a surface to test the temperature of, so you'll have to pick something that is not exposed to heat and would accurately represent the ambient temperature. Another way to look at the ambient temperature is just to consider it the room temperature.

on rainy days where room temps are much lower, bout 27'c, cpu will load at bout 63'c.. is it ok for a stock cooler?

Yeah, but I wouldn't be overclocking on the stock cooler - at least not that high. Anything far above 60 degrees C was too hot for my tastes when I had a Pentium 4/Pentium D.
