okay, how much will this affect this heatsink's performance? i don't need it top of the line, just take my core i7 920 to 3.8ghz or 4.0ghz.

A few degrees is a lot. It could be the difference between 3.82 and 4.0. Sure, that's only a few percent, but 4.00 is a landmark.
And anyways, you're not paying anything more for those few degrees and the higher pressure will keep your TRUE dust-free for longer. We aren't recommending 38mm fans because we think they look cool. They really do offer the best performance with a TRUE. If you don't actually want the best performance, then go for 2x 25mm fans because you think it looks cool. You'll pay twice as much for two fans and it won't cool as well as a good 38mm fan. That's what you've got in front of you.

There really isnt a point getting a TRUE unless you are going to get some bad ass fans with it. Right now i have my TRUE, waiting on some 120x38mm ultra kazes. I have a POS fan on it right now, and im getting the same temps as i was with my Zalman 9700.

Then you're gonna want 38mm fans. 4.0GHz is not easy to get on air with an i7 while keeping the temps down.
