Try taking off the side of your case and blowing a fan into it but angled slightly towards the rear just to make sure its not your case restricting airflow. Could be just the chip but I know that closing my case makes things alot hotter for some reason. I do get fairly high temps at 3.4 but not that high.

I have the case completely open with a fan blowing towards the back. The best temps I have gotten idle was about 35c with the hottest core which is perfectly normal but prime95 small fft load temps would slowly increase over 70c. I have 2 fans blowing on the thing.

I know it's unlikely, but your Tuniq could possibly be damaged. I would try another cooler if possible (like the stock Intel HSF, if you have it). Set the CPU to stock clocks and volts (to be safe) and then compare the temps. Just a suggestion.

Heat pipes are sometimes sensitive to shock or impact. They can become bent or unseated, causing improper heat flow. I've heard of it happening, but again, I think it's pretty rare.

The liquid inside the pipes may have leaked out. Without that liquid in there, the heat sink is essentially a big block of solid metal.
