at the moment i can afford the artic freezer 64 pro so should i just go out and buy that and the think about case and psu later and will my current psu run the artic cooler fine and is it ok to wipe the thermal paste of just by using a paper towel

Get an Antec 1200, instead of the 900. Micro Center has one for $129.99 USD. which is better than what you would pay for the "lower tier" Antec 900 (which they also have in stock for $140)
