You shouldn't be getting temp related artifacts at those temps, I wouldn't think so anyway. What do the artifacts look like?

My 8800GT was really good with temps. You could buy one of the slot cooler things too, I heard they help a little bit.

Might want to RMA if it's defective, assuming those overclocks are stock

well it only started doing this after i installed my c2d. and only freezes and gets really hot on crysis when i play on high settings. the high settings are stressing my card to much and over heating it although the game runs perfect at high 35-40 fps. My psu maybe??? wouldnt think the last thing a weak psu would affect is a gpu fan...

Downclock, see what happens.
Or, upgrade to a GTS 240!

**The fan problem you are having is related to the driver version conflicting with Rivatuner.... As for your graphics issues, sounds like a bad core to me..typically mem problems cause 'snow' or purple pixels that randomly pop-up in shadows and textures..shader corruption causes funky geometric distortions, and occasionally you see vectors and random stars appearing. I have ruined a GPU or two, in my day..clocking the poor beasts to their death.

As someone else has stated, 65-70 C isn't unusually high for a 9800 GT and won't cause artifacting. You say that the card is overclocked, is that factory overclocked or did you do it yourself? I have a EVGA 9800 GT superclocked edition which is 650core/1620shader/950mem. If you overclocked it yourself the artifacts you are seeing are the result of a bad overclock, and has nothing to do with your temperatures. Try going back to stock clocks and see if the artifacting issues occur. If it's stock overclocked it sounds like a faulty card, unless your temps are getting higher than you state and you don't know it, but that doesn't sound like the case given you seem to have adequate airflow.
