Please link a review showing the Monsoon III beating either the TRUE or Noctua coolers. The only review i have seen with it against them found itself 5-6C hotter then the noctua. The Vigor monsoon II is just a cooler master hyper 212 with an extra fan slapped on with the price jacked up.

As for the OP, if you are willing to risk things with a water setup it will provide the best temperatures. Personally i am a pansy and will not be putting liquid in my case so i will always be running air. My choice would be the Noctua between your choices.

I'd go with water if you have a 200$ budget.
If not, then the Noctua for sure

Although i have read some good reviews on the V10, i will trust you guys over the usually one sided professionals.To clarify things i have done a bit of research and came up with one really good choice for cooling. The Swiftech H20-220 Compact CPU Water Cooling Kit. Thats about the right price and it seems like it would do wonders for me. If you know of any better ones in that range let me know, but it beats out the noctua by enough to make the upgrade.
Now for some much needed details. The reason i was hesitant about placeing the mobo and stuff on this thread is becouse i was unsure of the best one for me yet, but i think that i have a decent one picked out.

Mobo-ASUS M3A78-T (I dont have it yet and im not 100% sure on it, if you have suggestions that will let me further OC let me know)

RAM-mushkin XP ASCENT w/ eVCI technology 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) (dont have yet)

Processer-AMD Athlon 64 X2 6400+ Windsor 3.2GHz 2 x 1MB L2 Cache Socket AM2 125W Dual-Core Processor (already have)

Graphics- http://www.newegg.com/Product/Produc...82E16814125245 (already have.)

Case-dual 240mm side fans(run very well) and a tiny tiny bit smaller than armor, cant find exact model(already have).

Be careful with water follow directions about how to get coolant in circulation, leak checking, etc.
$199 (on the egg) is expensive though, you could buy a Corsair PSU with that =p
I'm a noob about water cooling. I'm a coward.
