well there was some site that indicates tec comes in only when temps go extreme.

i recently installed the V10 and acidentally did not power the TEC to start. it ran under load only 2-3 degrees warmer than my zalman that was there before and with the TEC, it was 4-5 degrees cooler under load (from memory, not at home to verify).
I was a little sceptical @ 1st, but it has given me the best air cooled temps to date. eventhough it is pricey, if it can get me a few extra MHz from my e8400, then its worth it in my book.

They are, I went to a show last week and the guy from CM said it will only becomes active at 60F(or whatever a set degree) and above.

The problem with TEC is....it generates more heat than is cooling, also the worse part is...TEC stays really hot after you turn off your comp(no fan but the heat stays on when TEC stop working after shutoff) and the heat will go back to the cpu after your computer is turned off, very bad for the cpu.
