Level of overclock doesn't matter. On air or basic water cooling, it is physically impossible for the CPU to be cooler than the surrounding air. EDIT: OP, try using CoreTemp instead of Speedfan.

Still don't see 20c in room-ambient temps as being realistic though. That would mean your temperatures in your case were exactly the same as the temperatures in your room (68F), and that your CPU wasn't generating any heat, which, last time I checked, was impossible, even at idle.
