The tape mod is basically sealing off the sides of the heatsink and the fans with tape. Yes it literally is a "tape" mod, lol.
I used no residue duct tape to do mine and before mounting it vertically I didn't bother tying the fan down with anything. When I did go vertical the tape has enough strength to hold the fan in place. It droops just a little bit, mainly because I'm reusing it. I'm sure it'd be nice and firm if I used new tape. But overall I saw a 3-4c drop in temps after doing so.
