Default Best CPU Heatsink for cheap

I have an E7200 and I want to overclock it for cheap without the risk of overheating or screwing up my ran clock. What would be the best cooler for under $30. P.S. I have a problem with dust getting in the heat sink.
I have these options to think about:
http://www.tigerdirect.com/applicati...377&CatId=1588
http://www.newegg.com/Product/Produc...82E16835185093
http://www.newegg.com/Product/Produc...82E16835233003
EDIT: budget under $40

Classic case of a stuck sensor. Same with my E7200. Just run orthos and run the "stress CPU" test (linpack). Run it for a while and you should see the temps "open up" and give you a good reading on your load temp. Idle temps really are not important.
