I have just bought 2 of these for my Prolimatech Mehalans CPU Heatsink, they run @ 12.60 watts, 1.05 amps so they are too powerful to leave on my motherboard.
So far i have tried using my Rhobeus Extreme (30W/channel) 6-channel fan controller on 0-100%, and connecting directly to the PSU (a Corsair 750W TX) neither of which worked. I plugged them into a 3-pin motherboard fan slot for a system fan and 1 of the Delta's turned on and the other one did not. they came with a Blue wire which im assuming is a RPM sensor wire, but can this have an effect, like telling the fan without anything plugged in to it to run at 0RPM? if so is there any solutions? there is Red, Black & Blue... no yellow, which is why i assumed Blue is RPM control Thanks in advance.

Yellow is the sensor, I think blue is PWM control?

Yellow is PWM, and blue is strictly rpm sensing, not control.

can anyone think up a reason for the fan not working... anywhere but the SYS_FAN slot, the only difference is the Blue wire is plugged in on the Motherboard, and one fan still does not work on the motherboard so im guessing that one is dead motored?

It is probably dead. I know I am using mine on a Rheobus 20W right now without an issue. Just don't stick anything in the blades while it is on.
