lol water cooling is actually very efficient at removing the heat from the cpu/gpu because you dont have 100000dba 1000cfm fans sitting on your little tiny heatsink you expand the heatsink to like 3-4 times more space so you can get the same cooling but quieter

Hmm, maybe I should try getting a mini air conditioner, like the one that you put in the window to draw out heat. I don't think that the electric bill for one of those would be really high, and they're about 130 bucks. What do you guys think?

I absolutely concur with the opinion of buying an AC unit over a watercooling setup. A water cooling setup still has to be air cooled vis-a-vis the radiator, so all that happens in a small room is that the ambient gradually rises and you wind up heat-soaking the room. Yes, I've been there, done that, it isn't pleasant.
__________________Invest in the window or in-room AC unit, and if your temps still aren't satisfactory for your uses, get a better air cooling solution.

If you get a portable air conditioner get one with a 12.0+ EER. It'll help in the long run with your electricity bills.
