I got a Delta (see sig) and within windows I control the speed with SpeedFan. It turns at 3700rpm and will cut flesh, but other than that I like it. Temps are ok but my roommate have two cats and one dog and one of the cats spends alot of time in my bedroom getting away from the dog. So I have dirty air and have to clean my True often. But I am going to try some sort of filter on the front intake fans of my antec and see how that works.

Slipstreams have very poor static pressure.

For the best heatsink fan, gotta be the San Ace H1011. Next from that, Panaflo U1BX.

Comparing 25 vs 38 mm widths then yes, ofcourse go for the larger fans. i was just recommending them out of price point and availability.

Even for 120x25, the Slipstreams are terrible heatsink fans.
