Also what is point to buy a 70 dollar CPU cooler plus REALLY REALLY LOUD fans if you have an intel board that can't overclock...

Better choose some other fans like Panaflo or San Ace then. Or the TC is wearing headphones while watching movies, listening to music, and playing games while running those loud fans.

Trust me where I work, those fans are much better than 20 jet presses printing together in unison. If two or more fans run together like that, then I would just think to myself I should of bought different fans.

About my board not being to OC comment - I plan on getting a open boxed Striker 790i soon, and OC voltage options go up to 2.0v easily, am i wrong?

I've tried those out. They don't sound good, and they're not going to silence 65 dBA sitting next to you. If you run them on a fan controller, you just wasted the whole point in buying a delta. There's much better fans that undervolt well and are way cheaper.

Where do you people work? I work in a place that makes plenty of noise from machinery from 6a.m. - 5p.m.. It's not like going to a concert and expect to lose your hearing there.
__________________After watching that video, it sounds more like a high speed power drill (much better than the jet presses but seems to have that high pitch squeal).
