Sand it down, the copper. Make it more flat, and make it have less spots, abrasions, marks, whatever else could be under there causing it not to transfer heat as well.
So basically sanding the bottom with sandpaper start with 400 grit, and subsequently move up through 1500 grit.

the megahalem, is probably going to be easier to mount, its probably going to have better heat transfer with its stock base.
2 fans only on megahalem. SO straight from the factory the megahalem will probably beat the ifx-14 and true. So if you want straight out of the box performance go with megahalem. If your looking to create and utilize THE BEST period, i would go with the ifx-14 and put some work into it. aww cmon, he wants answers from us, not google.
no the v10 is not the best, pooo on that. They probably got paid to insert that in there thread. That smaller sink is for the underside of the cpu socket. It even tries to dissipate that heat as well.

IFX-14 with 120x120x38mm fans and the backside cooler that comes with it
Megahalems should beat it without lapping though. Thermalright stuff is notorious for having uneven bases.
