Also Syrillian's on to it - if they're sleeve bearing they're likely going to rattle a bit. I've got some 140mm fans that are completely silent when the axis is parallel to the ground, put them flat, and they shake rattle and roll.

How do you have your fans set up? For example, in my case I have the rear & top fans set up as exhaust inside the case. I found prior to change the top fans from intake to exhaust, they made more noise.

Also, what type of bearings do you have in those fans? Sleeve bearings are notoriously noisy and knowing to make more noise when they are horizontal instead of vertical.

What's your ambient temperature? Your "to hot" cpu may not be the fault of your heatsink.

I have 2 Xigmatek fans in the top of my 690 that was doing the same thing, I went from 1500 rpm to 1000 and now I almost can't hear any noise or vibration and no change in temps.

are you sure its the top? usually its the side panel on a cm690 that vibrates a ton
