If you fan has a 4-pin plug, it is a Pulse Width Modulation (PWM) fan.
If it has a 3-pin plug, is a standard fan with RPM monitoring. PWM control fan speed by providing pulses of +12v to the fan. The slower the pulses, the slower the fan spins. Standard fans are controlled by adjusting voltage. It lower the voltage from +12v so the lower the voltage, the slower the fan spins .
