Huh? My fan controller is used to quiet my fans down. That's why I have it. A fan controller's whole point is to make fans quieter by turning down the voltage.

And what happens when you turn down the voltage?
Remember, it is a fan controller ... not a fan noise controller.
It lowers the voltage to lower the revolution of the fan not to reduce the noise the fan makes. The reduction in noise is a side effect of the slower fan speed. However, the slower fan speed means you are getting a lower airflow.

You're WAAAYYY over complicating the matter. I turn the knob, it gets quiet. I don't need my san aces blasting away 24/7. They still push enough air at 5v.

Umm, we know how a fan controller works, dude. It's common sense that turning the knob down turns the fans down. And there is a reason why we buy heatsinks bigger than our heads....it's so we make sure that we keep cool under any and all circumstances.

Mate,
The OP is a new member. I do not know his/her level of knowledge and/or assumptions. My statement was just in case for his/her benefit.
If you think you can lower the noise and not affect your cooling performance, then well, good luck to ya. But I did not want the OP to make that assumption and thus thought a slight clarification was in order.
If correcting your idea of how a fan controller works is too complicated for you, then well ... you don't need to know. Enjoy your nice quiet computer

I know how a fan controller works, buddy. I know why the fans get quiet. It's not rocket science.

I also know that my fans don't push as much air at 5v as they do at 12v. Again, doesn't take much smarts to figure that one out. Less RPM=less airflow. Wow, that was hard.

ic diamond 7 carat is the best TIM but is a little more complicate to spread it
donīt go for the slip stream they donīt make enough air pressure
go for
Delta if you can bear the Dbīs they are the most powerful fan
san ace are great but only in newark you can find them
the Panaflo are great to
the Ultra Kaze would be your last option i think, they are cheaper but they donīt have the quality of the others
