You could plate it with diamonds and it would still act as insulation. I mean the difference is probably negligible, but to each his own.

It's different from painting the heatsink, they get the black nickel on with a chemical reaction that will allow the chemicals to interface as though it was only one material. See above. You are right that there would not be an enormous difference, but the black nickel will perform slightly better stock for stock.
