Default Can't really feel air moving through my heatsink, normal?

Granted my case isn't the best really but right now I've got a cooler master r4 on my the right side of my cooler, and a R4 on my exhaust and i can definitely feel the exhaust but if i put my hand on the other side of the cooler where a second fan would go, i can't feel much air being pushed through, i had another R4 fan for push/pull but took it off to see temp differences and am not sure if it would actually help or not. thanks. and for reference my fans are powered up via molex

The R4, being 120x120x25mm probably doesn't have great static pressure.
A 120x120x38mm would get the best results and you'll definitely feel that

But if your temps are fine in linx, prime or w/e then I wouldn't worry.

Like I said, if your temps are fine at full load, then don't bother with another fan or a 38mm.

And yeah, 38mm would pretty much be the typical response here
