Actually a 38mm thick fan will be better on a heatsink at the same noise level as an S-flex, but if you're just comparing them to other 25mm fans, then yes the S-flex is very good.

GentleTyphoons are better when considering the bolded part.

Best heatsink fans are usually gonna end up being the same as the best radiator fans; Scythe S-Flex G, Yate Loon D12SH-12*, Sharkoon Silent Eagle 2000, Zalman ZM-F3, Panaflo U1BX, EBM.Papst 4412M, or San Ace 9G1212H1011 if you have a fan controller, and Panaflo L1BX, San Ace 9S1212L4011, Scythe GentleTyphoon AP-15, Sharkoon Silent Eagle SE, Yate Loon D12SL-12*, and Scythe S-Flex E if you don't have a fan controller.

dont get the ultra kaze. i got the 2k versions and they emmit a HORRIBLE whining sound... just bought a san ace 1011 of someone from here

I will have to go R4's. I know you already ruled them out, but there really nice fan for the money and arnt bad at all for heatsinks like the Megahalem/Mega Shadow. But I got them casue they were a good price. Seemed to have a good CFM and dBA level, and glowed red
