The push fan should always be the higher cfm fan in your case the Scythe fan.

That's what I was thinking...however others are recommending the other due to the higher RPM.

I don't know about other, higher rpm means just spins faster not necessarily stronger. You want the stronger fan pushing the airs through the heatsink and the weaker fan pulling the air, another thing is lower rpm fan that able to produce higher cfm means that the motor is also stronger.

Thanks. Could also be the way the fan blades are shapped and the fan casing.
