Check the mounting bracket on our mobo and see if it is loose, chances are your HS is not making good contact with your CPU no matter how many time you try to reseat.

You can tell by putting a drop of TIM in the centre, seat the HS and take it off to see if it spreads at all...

From my experiences Zalman is a horrible HSF make. A good friend of mine insists on buying them for some reason which is totally beyond me. Oh wait, it's because they're copper he says. Anyways, terrible. Stock HSF works better than most Zalman's I've seen.
