Coolermaster R4 Question

Is there any to ram up the Coolermaster R4s to the 90 CFM they are supposed to output without a fan controller? I have a reostat that will connect a fan to a 4pin connector but i'm pretty sure that would just limit the voltage. Right now both CM R4s on my heatsink are plugged into the motherboard and are spinning around 1860 RPMs.

You could cut off the connector and plug the fans directly into some extra molex connectors.

Not quite sure what you mean. I'm not familiar with the Voltage from one pin to another in a 12 volt molex connector. I know to know its DC comming off the powersupply and ya got to have a hot wire and a ground wire. just not sure what the differences in voltage is between the pins on a molex connector. Also does it change im amperage? Which one actually makes the fan go faster? Voltage Amperage or both?

OK so I found this that tells me how much voltage a standard 4pin Molex connector has Of course the fan only uses 2 of the pins.
http://www.smpspowersupply.com/ATX-connectors.JPG How much voltage is the 3pin power connector on the motherboard using? I thought it was 12 volts. Is there something a fan controller does that actually increases the amperage of the fans causing them to spin faster at 12 volts? Let me also say that the fans are rated at 2000rpms +- 10% so if there spinning at 1860 then they are probably at max speed and should be producing the desired 90 CFM. So Why does everyone else say they produce 60CFM? and how do I measure it?
