It doesn't look like it, the 20mm measurement you see in the example picture needs to be 38mm I believe.

There would be a certain amount of stretch in the rubber but certainly not 18mm worth.
5mm of stretch seems more likely.

they will work, just only hold the fan on one side instead of both... don't use them for a leaf blower...

If you are just trying to reduce the vibration and noise, try some double sided tape a try. Just cut a thin strip and stick it along the side edges of the fan. It helps the noise and vibration significantly in my experience.
