Default Best cpu fan system?

Which cpu cooling system would you choose if you want to overclock a little bit want it to be somewhat quiet, and dont want to spend over $40.

In case you didnt figure out I cant decide on a cooling heat sink and fan.

Please explain why you picked what you did.

It's not made specially to be silent, like for example the Noctua coolers, but those are too expensive. The Mugen 2 performs very well and the stock fan isn't loud at all. You won't get better performance over $40.

Listed in order of performance, as the Mugen II is the best, but it's also the most expensive and largest.
