Yep broken sensor, your CPU temps CAN NOT be lower than your ambient temps, it's not possible with air cooler or water cooling.
I guess your motherboard doesn't have a "system" temp probe which would give you a better reading on your ambient temps. How are you reading your ambient temp OP? Digital or analog thermometer?

if you stand in from of a fan on a hot day you get cold but the room stays the same temp so isnt that the same principle

I wouldn't trust the reading its giving you, the older style mercury thermometers are not very accurate (my mother is a nurse, they all use digital now), some times the reading can very by up to 10C.
