Default Fan db's vs frequency

Ok, so we all want a fan that is quiet right. Well, what about the frequency (pitch) of the sound. Some fans, like the ones on your video cards have a very high sound frequency that is heard over your 120mm fans even at lower dbs.

So, this is my question, which is more important, or do you not think about it when purchasing a fan. Are you willing to sacrifice some noise volume if its sound frequency is lower. Also which fans seem to be better or worse.

Here is a link that I found interesting.

This is really something that isn't discussed much... the San Ace 1011s are probably the nicest fans around and it's not only because of the insane static pressure, great CFM:dBA and clean undervolting - the noise it gives off seems to be a lot lower of a frequency than most which really makes what noise there is a lot more bearable

After reading that article, it got me thinking. When I get some time this winter, I will make a fan db test box. Take two identical boxes, glue them together. Cut out a fan mount in the middle, an inlet on one side, outlet on the other. I would like to compare the intake versus exhaust db per fan and see which is suited per application. I could make it more complicated and add sound deadening material in one box to see how harmonic resonance plays a factor inside the case. Best of all, I know someone with a tester.
