If you assembled your rig yourself, doublecheck the bottom of the HSF and make sure you removed the plastic tape from the bottom. If you have already done so, ensure that the HSF is properly seated and making contact with the die or the integrated heatsink of your CPU.

There is no way it should do that, Redo the heatsink. clean it off the heatsink and and cpu with alcohol, wipe off with a lint free cloth, either a coffee filter or lens tissue, put the BB size dab on the middle of the cpu heatspreader and set it down square and secure it.

Try running the PC without the side panel on. If you don't see an increase in temperatures, you have to rethink the way you position your case fans.

Increasing air flow is almost always a good thing. A side panel fan is a good idea. Generally CPU fans blow towards the CPU, and the side panel fan should blow into the case in that situation. If the CPU fans blows outward, an inward facing side panel fan may cause a lot of turbulence inside the case.

Hope your not overdoing the thermal paste, put only a really thin layer over all the cpu, thin enough for you almost to see the cpu through the thermal paste, use a good thermal paste such as Arctic Silver 5. If you have a speed adjuster for the CPU fan, be sure it is set to full. Be sure that case has enough space for it to always get new air into the case and not get warm ejected air again by the case fans... give it a bit of space and of course dont place the case near anything hot, or even near a curtain as it can suck the curtain due to the case fans, does blocking the air input...
