The Rheobus gets consistently decent reviews, I almost upgraded my old vantec 201 to it when I needed a little more wattage to cover my WC setup. 20W is a nice number for most fan controlling needs.

I used to have a skythe and it was dirt cheap and worked fantastic. It had a digital readout of all fan RPMs and 4 different temp probes. Really I can't recommend it enough and I think it was like 30 bucks Canadian.

Oh wow, I had no idea they could go in like that. I just did this myself and it works great, now the LEDs don't stick out and look a lot better! Great suggestion!
