Well, I was looking at a Marathon Magma but that idea got completely kicked on its arse because I need a 92mm fan and the Magma isn't available in 92mm.
Any suggestions on a 92mm fan to replace the one on my ACF7P with? One thing though is, I ask you suggest a fan that I may able to find with an etailer that ships to Canada. Thanks.

How long have you had the cooler?
You should try to RMA the fan to Arctic Cooling, as the fan is actually pretty quiet.

For moving parts I have obviously a F7P (which we can kind of discount), 4870 stock cooler (it isn't the one making the whine sound, it makes a whoosh sound at higher RPMs instead), a 120mm Enermax Marathon (this fan is totally silent), an 80mm Enermax Marathon (this as well is totally silent), 120mm fan on my PSU (I haven't put my ear up to this one, but it is also advertised a silent fan with a ball bearing), the 120mm Cooler Master case fan that came my case (I don't know how quiet this one is but I think it runs at around 1200RPM), and my hard drive. I want to find the culprit out of these so I can replace it.

I guess I'll just systematically replace my GPU cooler, CPU fan and CM rear-case fan. If changing all of those doesn't fix the whine sound, I guess I found my culprit.

turn off all the fans, including cpu and gpu fans for a brief moment.
check for noise. if none then quickly turn on the gpu and cpu fans again. case fans can wait
