whats better to have higher rpm speed or higher air flow?

well the main thing is cfm... or the amount of flow. that's what you use fans for in the first place. the main things to look for in fans are
1. size... you have to be able to fit it where you want it
2. airflow... the more air it moves the more it will cool
3. noise... typically the more airflow the more noise most people want to find a sweetspot btween performance and noise.
