This.

I have a bunch of low-speed Yates, I'm pretty sure they actually absorb sound
Panaflos are good if you're using a controller IMO, but I'd go with the Yates if you want to just run them at full speed.

8 high-speeds on my (currently unused) vga loop's radiator.

at 12v they're audible if only because of the airflow, no motor noise at all from what I can tell
at ~7v they're inaudible

Panaflos are radiator and heatsink fans, it would be a waste of your money to use them as case fans. Although admittedly I'm using all San Ace 1011s in my A300, but I have them just lying around until I complete my techstation

Yep, get em from Performance PCs or Frozen CPU if not from Petra's, all three are great shops.

Well, since I was going to buy that 120mm fan mount from mountain mods I saw that they also had yate loons but i'm not sure if I should buy from them even though its cheaper because it shows a picture of the medium speed one instead of the actual fan im buying. here, take a look http://www.mountainmods.com/yate-loo...h12-p-425.html

Is the extra 3 bucks off worth it?

Wrong.

To answer the OP's question, a Yate will be fine for that application no matter where you get it from, though since you won't be buying for a few weeks, go ahead and get them from Petras when they're in stock. They should sound better.
