I have an HS fan that is rated for 2100rpm, It runs 1900rpm of MOBO. Will it run faster directly off the PSU?

i have fans that run lower than tier supposed to u can try it. on another note i would advise staying away from the fan program. I have heard of alot of fans breaking because of oversetting them

A fan controller would also let you control your fan speeds.
