Should I have the cpu fan blowing this way or the other way? I think the case fan is blowing out air.

Air is being sucked in front of the sticker, and being blown behind it.
I would put the fan in front of the Meahalem. So it could blow through it and out your case fan.

Always have the fan on the opposite side of your exhaust fan and have it blowing in the direction of the exhaust fan in oder to remove as much warm air out.
