Default Fan Direction

Should I have the cpu fan blowing this way or the other way? I think the case fan is blowing out air.

Air is being sucked in front of the sticker, and being blown behind it.

I would put the fan in front of the Meahalem. So it could blow through it and out your case fan.

Hitting 3.8 was easy, getting a stable 4.0 ghz, that will be a challenge!

With fans, the air direction is usually printed (molded, actually) on the plastic shroud. Search for it.

But to keep it simple: study the rear case fan in this pic for a second: notice how it's completely exposed: for all fans, the completely exposed side is the side of the fan that's pulling air in, and the part that is not fully exposed is the exhaust side. So, just by looking at this case fan in the pic, I can tell that it's an exhaust fan.

As for where to place the fan on the heatsink: place it on the heatsink so that the fan is blowing the air through it. This is the best configuration, and it's what's called a "push" configuration because the fan is pushing air through it instead of pulling air out from one side. It's a stronger setup and provides the best performance. But for better performance, the push/pull configuration is best.

Always have the fan on the opposite side of your exhaust fan and have it blowing in the direction of the exhaust fan in oder to remove as much warm air out.

I currently have it pull -> exhaust. I can't put it where the RAM too high. The exhaust fan is on the top of the case (RV02 case).

How many memory sticks do you have?

The fan shouldn't be blocking more than 1 slot. What Two Cables is insinuating is that you switch the RAM to the other sockets so it leaves the first slot empty; just as I have done with mine.

Another option would be to mod your fan clips or make your own so that the fan basically sits atop the RAM instead of trying to push it aside. You might lose a little air flow on the bottom of your heatsink but the loss in cooling is immeasurable.

Aye! Another thing I was going to suggest was to just go without memory! XD
