Best has to be either the Thermalright IFX-14 or Megahalems. You won't really need any of those for an E5200, I hold mine at 3.75GHz on passive mode with my TRU-90, so it really doesn't matter much what cooler you get.

The best of the best is the megahalem IMO. But Noctua and Xigmatek makes some of the best coolers aswell.
Megahalem, Noctuaa nh-u12p and Xigmatek Dark Knight are very close in comparison. We're only talking about 1-2C differense with a Megahalem vs Noctua and the same goes for Xigmatek Dark Knight (Xigmatek DK has got the biggest bang for the money) vs Noctua.

You're either overvolting your processor or you have a really crappy chip, I got 3.25GHz on 1.2V and my chip is far from the best, most get 3.5GHz on 1.2V. Try lowering those voltages a bit.
