and i returned the mobo today and getting the same issue on this one

ok the screen is going so fast i cant see it but it looks like it crashed since changing the voltage on my ram is this normal?

Have you tried removing some ram sticks? Maybe your ram is having the problem. By the way, you cant overclock your ram with the Phenom II 940 over 1066

yeah i know but when i set it to 1066 and then set voltage to 2.1 i get bsod

try setting the voltage to auto

I don't see why, I have everything except the CPU the same as him pretty much and I can run my RAM at lower timings than its rated for.

However, since the CPU is the difference and is where the Memory Controller is, I suggest trying out less sticks of RAM, then trying it, if that doesn't help, and if the stuff everyone else is saying doesn't work I suggest you try reinstalling Windows.
