I managed to unlock my 720 BE to 4 cores on my 790FX GD70 motherboard from MSI, but whenever I try to boot Windows it freezes, so I was wondering how I change my voltage on my CPU because its grayed out in my BIOS (v1.4b2) and it also stops me from overclocking if I cannot access my Voltage.

BUMP and I figured out how to up voltage, now I just need to know how to unlock to X4 stable. I increased the vCore from 1.325 to 1.335 and up to 1.355 and nothing has worked. It unlocks but won't boot into windows.

When you unlock a core, there is no guarantee that it will be stable. Adding voltage will probably not do any good. If anything lower your multiplier and undervolt to see if it stabilizes.

I just decided i'll stick with 3 cores and OC, no need for 4 TBH lol.

I still cannot figure it out. Does anyone else have this board that can help me. All my settings should be under cell menu and theres no setting allowing me to keep my RAM freq at 1333 while overclocking my CPU.

Set your fsb/dram ratio to 1:33 and your ram will stay at 1333 unless you raise your cpu fsb frequency.
