Ok, let's give it a shot. First, I am a little confused, since you say you have $800, but you have only a build that costs around $630. So, first, I'll stick around that $630 mark, since it might be that the rest is for a case and some other nice things (ok, a little over; all from Newegg):
  • BIOSTAR TA770 A2+ AM2+/AM2 AMD 770 ATX AMD Motherboard $79.99
  • XFX PVT88PYDF4 GeForce 8800GT 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Supported Video Card $179.99
  • CORSAIR CMPSU-550VX ATX12V V2.2 550W Power Supply $99.99
  • AMD Athlon 64 X2 5000+ Brisbane 2.6GHz Socket AM2 65W Dual-Core Black Edition Processor Model ADO5000DSWOF $87.99
  • G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model F2-6400CL5D-4GBPQ $76.99
  • Seagate Barracuda 7200.10 ST3250410AS 250GB 7200 RPM SATA 3.0Gb/s Hard Drive $64.99
  • LITE-ON 20X DVD±R DVD Burner With 12X DVD-RAM Write Black SATA Model LH-20A1S OEM BK $25.99
  • Arctic Silver 5 Thermal Compound $5.99
  • ARCTIC COOLING Freezer 64 Pro 92mm CPU Cooler $24.99
Total: $646.91

Now, if you are able/willing to spend $800 on JUST these parts, I'd highly recommend an Intel rig... Something like this:
  • DFI BloodIron P35-T2RL LGA 775 Intel P35 ATX Intel Motherboard $119.99
  • XFX PVT88PYDF4 GeForce 8800GT 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Supported Video Card $179.99
  • CORSAIR CMPSU-550VX ATX12V V2.2 550W Power Supply $99.99
  • Intel Core 2 Duo E8400 Wolfdale 3.0GHz LGA 775 65W Dual-Core Processor Model BX80570E8400 $199.99
  • G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model F2-6400CL5D-4GBPQ $76.99
  • Seagate Barracuda 7200.10 ST3250410AS 250GB 7200 RPM SATA 3.0Gb/s Hard Drive $64.99
  • LITE-ON 20X DVD±R DVD Burner With 12X DVD-RAM Write Black SATA Model LH-20A1S OEM BK $25.99
  • Arctic Silver 5 Thermal Compound $5.99
  • ARCTIC COOLING Freezer 7 Pro 92mm CPU Cooler $26.99
Total: $800.91

XP will run games a little better, but 64-bit XP is a complete failure, so you're limited to only a 32-bit version. Vista will run games fine though, and 64-bit runs just as well as 32-bit. Vista 64-bit still has the same memory hole as 32-bit does between ~3.2-4.0GB, but anything installed after 4GB will be fully recognized, up to 8GB in Vista Home and 16GB in Vista Home Premium. You can "fill" the memory hole in 64-bit Vista if your motherboard has a "memory hole remapping" feature, although I've heard this can cause instability in some boards.

Overall, I'd say go with 64-bit Vista. 4GB is starting to become important now-a-days, in a couple years it will be a must and 8GB might even be needed for some games. A 32-bit OS could cause you trouble later and will make your computer that much harder to sell when you upgrade to a new one.

Oh, and Chozart's build looks great to me. If you can spare a couple extra dollars, go with the Xigmatek S1283 CPU cooler instead of the Artic 7 Pro as it's a bit better and a piece of cake to install.

I wouldn't be so quick to judge XP 64 bit.. I have been using it for about a year and I have yet to find any program or game that can't run on it. I will be upgrading to Vista soon though because I have a DX10 capable card.
