for a good video card i would say $60-$100 9600gso with 98sp or a 4830 but if you wait 4770

Should I get a mobo with two PCI Express 2.0 x16 slots in case I want to add a sound card on top of a vid card

Sound cards typically use PCI slots, not PCI-Ex16. There are some that use PCI-Ex1

When you go shopping around, make sure to keep an eye on shipping prices especially on large items like cases. They can get pretty pricey.
The E2xx series isn't worth it unless you can get it used for $40 or so. The newer E5200 has double the cache and it really makes a difference.
Going AMD in this price range isn't really worth it. The best price/performance for AMD is the Phenom II 720 but it goes for $145 on Newegg.

I'm just sayin' -- it seemed like you implying that he should rep you for the help you offered-- which is against the TOS. But, IMO you will find that if you help people for the sake of helping and not seeking REP, then the REP will come faster than you think. It's all about intentions and the REP gods know that.
